The Roman Empire never lost control. The battles between The Etruscans, and Romans have continued on for thousands of years.
Finally in the year 2450 a league was created to garner some sort of peace between the empires. The losingest team in each conference must give an annual blood sacrifice to appease the gods. Also The GMs of the losingest teams will be stripped of power, and executed come season's end. New ownership will be found.
