Preseason Pull Starters

I'm in mfn-48 on Kansas city I change pull starters to after 1st quarter but it keep switching back
to never after I leave gameplan and check to see if it changed

I had an issue when I put pull starters to never and my 2nd string QB came in after a quarter and played the rest of the game. Not sure why.
